The purpose of this qualification is to provide people with the academic skills, capabilities, knowledge and attributes needed to prepare for higher level education or employment.
This qualification is for people intending to pursue further qualifications in their chosen field of study or employment pathway at New Zealand Qualifications Framework Level 5 or above.
The qualification acknowledges the primacy of Te Tiriti o Waitangi in programme design and delivery.

To enter this programme, tauira must be: * 16 years or older * A New Zealand citizen (which includes citizens of Cook Island, Niue and Tokelau) * A New Zealand permanent resident currently living in New Zealand * An Australian citizen currently living in New Zealand * An Australian permanent resident who has a returning residents visa and is currently living in New Zealand
